Why define LUTs and ROMs directly?

I was trying to debug the 65c02 code at https://github.com/Arlet/verilog-65c02 on the Spartan-7. The code itself directly defines a lot of LUTs, as well as encode logic in ROM by directly defining a ROM and dumping a bunch of binary data into it.
