My recommendation would be to downgrade the OS to 6.1.3 as a ton of tweaks and jailbreaks that work flawlessly were made for it. You can use Pluvia https://github.com/parrotgeek1/Pluvia to downgrade and jailbreak at the same time (it is really complicated compared to other jailbreaks and it only works on Mac, so I hope you have a nice friend with one). Basically you go to IPSW.me , go to iPhone, then iPhone 4 (GSM (NOT GSM 2012)), then download the one that says 6.1.3 (it doesn’t matter that it says it can’t be restored, as we will patch it), (when I put something in brackets [], don’t type what it says in the brackets, but follow what I say in them) open terminal, type cd [drag you Pluvia main folder into the window], then type sudo ./make_ipsw.sh [drag your 6.1.3 IPSW] jailbreak, wait for it to finish (your friend will need to type in some passwords). Then plug in the iPhone. Finally type in sudo ./restore.sh [drag the file that’s called 6.1.3 patched or something like that]
