As a big nerd I use Beets to manage my music library folders, tags, art, etc. If you have the patience to read about how to set it up to your liking, you can do everything you described.

I use Strawberry to create playlists, and export them as .m3u with relative paths. (Not as convenient as creating them directly inside Jellyfin, but Jellyfin imports them just fine, and this way I can also use them with VLC.)
