Well, I have a 60hz monitor so I couldn't possibly test it, I'm just mentioned what I read here.
To get techincal, FSR isn't in mesa, it is part of wine's full screen hack (fshack). It will probably come to gamescope at some point as well for non-wine things.
I want to be clear here, I'm not casting any aspersion toward this project, but people need to stop just seeing 'github.com' and assuming that equals open source and then assuming that equals trust and safety.
For tooling/IDE, literally everyone uses VS Code these days, at least to begin. It's completely free and supports pretty much every language you can think of thanks to an extensive extension library: https://code.visualstudio.com/ It's lightweight and great to use, especially for a beginner.
A really good place to start is learning web development, since it has one of the lowest barriers to entry (All you need is a web browser) and it's easy to "see" your progress.
