The DIY Multi-Protocol Module--which is used in the TX16S, among other OpenTX transmitters--can do some forward-programming as of this post and the features are actively being worked on. You can see the discussion about this feature in Issue 408 on Github. This appears to be done via a standalone lua script, so even if development stalls, it seems moderately easy to extend this to new devices on your own.
