if you're experienced in programming and think it's likely you'll want to do some code edits to your romhack, you'll almost certainly want to use the pokeemerald decomp. there are decompilations of every pokemon game from generations 1-3, with gen 1 and 2 being written in assembly and gen 3 being in C. pokeemerald is the most active decomp base in the community, and you can find a lot of good resources for it. just go to the wiki page on that github link and you will plenty of tools and tutorials.
the other option i can think of is the pokemon emerald decomp. you would have to learn a bit to get a decomp working, then use pokeemerald-expansion's pokemon_expansion branch as a base. once you have that decomp set up you could just use porymap to change wild pokemon locations and make those pokemon available in the wild.
