I would be careful, too, with recommending something like a butterworth filter since most software implements them wrong for images. DSP toolboxes for sound or whatever developed that process 2D arrays as row or column separable so that one function can do, say, a 24 track sound recording. For an image the proper thing to do is design a radial filter. You can use the window design method with bessel functions and circ instead of sinc as here but that's really uncommon. Usually it's just "x, y separable" so a lowpass filter has a square support in frequency domain and really terrible out of band rejection (say 6dB/oct, where window design methods can do >> 40db/oct).
