Unlike Firefox-based browsers, Chromium-based browsers (like Brave) will, by default, encrypt some of your data (at least on Windows) using a key based on your user ID and hardware ID, as detailed here: https://github.com/Eloston/ungoogled-chromium/pull/591
Although Ungoogled Chromium added patches to disable this encryption of your profile data, these patches have been broken for well over a year on newer versions of Chromium, on which Brave itself relied on: https://github.com/brave/brave-browser/issues/12935 and https://github.com/Eloston/ungoogled-chromium/issues/1239
