CMake: How to lay out a multiple language project with a common dependency?

The problem arose when I tried to add proto files from a parent directory to the cmake target given to `protobuf_generate`. Basically `protobuf_generate` can't accept files in a parent directory (I wish I knew why, maybe someone here knows) as it gives the error message at `line 120` of protobuf-config.cmake.in.

I have a project which relies on GRPC. The project has a C++ side and an Android side. I decided to lay out the project as follows:
