I think for most people, it's sufficient to simply use a normal open source air-gapped hardware wallet to generate the seed phrase. Alternatively you could also use an air-gapped computer (e.g. old Smartphone), wipe clean and factory reset, don't add any internet, copy the html of this website to the phone (via Bluetooth) and generate your seeds after disconnecting.
