OpenHAB (like Home Assistant; open source, need to run on own hardware)
Personally I run Home Assistant on a computer I had lying around (e..g, like a rasp pi), which with a USB modem (or hub) you can just use to control all your Insteon devices, as well as your other devices. You can buy pre-setup rasp pi for home assistant too if you want, though will still need the Insteon USB PLM (or Insteon Hub) to continue to use your Insteon devices. I like it because it's free and powerful. Like there's a book case blocking an Insteon light switch in my office, but I was easily able to setup an automation that turns on the Insteon light with abode motion sensor during certain hours. We also have on demand hot water (which sometimes leads to cold showers unless boiler is running), so I setup an automation from my apple watch to raise thermostat 1ยบ from current temp for 5 minutes that I can run before taking a shower to get it nice and warm. If you have a domain name, can setup a DNS entry (and port forwarding with your router), it's pretty straightforward to setup
