This happend to me only once and I had only 15 mods installed. I fix it by deleting every fallout 4 related folders in my computer (in steamapps and Documents) and then downloaded Fo4 again and I used so called FO4EDIT which found some damaged scripts I guess (caused by mods apparently) and then it works normally. If you fix this I recommend you to use LOOT "sorter" which will help you to check if your game with mods is healthy or if there some issues. (Or you can use this LOOT software firstly to check problems for problems and then "repair" it by FO4edit)
