As to writing an addon for kOS exposing MechJeb functionality that mostly depends on if MechJeb has an API you can hook into to make calls. Also addons are basically supplemental mods for kOS while some come built into kOS there are a few others out there that you install like any other mod. This addon designed to allow kOS scripts to control the camera for example is not included in kOS releases but is instead something you must install your self if you want this feature set.
