It's not perfect but I'm currently using this for skyrim se on both arch pc and steamdeck. should also work for fo4. Only problems I have encountered is short freeze after instaling / activating a mod which makes modding a chore, but it's workable, and I had to install it in default directory. Also, couldn't get nemesis to work, but I didn't try that hard tbh.
Well, it's good that you can install Vortex, the problem with .NET is probably this issue. You could try to open another issue on github for your problem, maybe the dev can help you.
i sent a patch that fixes it, but it kept getting ignored for some reason. afaics it matched windows' behavior (i wrote a test that confirms it), and it didn't break anything else that i tested it with. patch probably doesn't apply cleanly anymore (i'll have to rebase it later), but if you can apply it, see if it fixes it :)
