The go to for purely native windows that's has active development would be WinUI3. It uses UWP XAML but isn't tied to the store (or via sideloading) like UWP was, so you could create apps that aren't sandboxed. For xplatform, MS is pushing for Maui and it actually uses WinUI3 under the hood for its windows implementation.
