Then I've randomly found this issue on Github.
I'm afraid I can't help you with that problem directly, but I can recommend to run the Fulcrum electrum server on the machine that also runs bitcoin core (https://github.com/cculianu/Fulcrum/releases). Luckily, the Fulcrum devs provide a statically linked Windows binary. I'm running it on GNU/Linux and it works absolutely perfect. It will cost you (right now) around 120 GB of additional disk space, i.e. about $15 (when SSD), if you want to measure it against your hourly rate.
