Non copyright music
If you want to play whatever you want this can be done. You can do this by using https://github.com/bozbez/win-capture-audio which basically splits audio and allows you to set channels. Now you can set the spotify application to play only in channel 2. Set the stream audio to channel 1 & 2, then set the VOD to only record channel 1. Now your VODs will not have any music in which massively reduces chances of getting a strike.

An audio question for streamlabs obs
win capture audio Is a software I use to capture every thing individually. It is still in development so might be some bugs. Yet I never had any issues with it. Might be worth checking it out.

Should I play music in background?
I personally use https://github.com/bozbez/win-capture-audio which allows me to have separate channels for audios, this lets me listen to music but not have OBS pick it up if that's what you're looking for.

How to stream my voice and the sound of the game and record only the sound of the game at the same time ?
I used a plugin for obs-studio (https://github.com/bozbez/win-capture-audio) to split the audio of my game, my discord and my voice.
