WebScrapBook just seems bloaty to me, but haven't tried it and have no need for my personal notes in the archives.

Downloadable resources?
It is pretty massive, but you can get the whole thing in a .zim file from kiwix.org. I downloaded it from there and put it on all my units before shipping them out.

If anyone is travelling in modern day earth to somewhere with limited Internet access (e.g. North Korea, parts of rural Africa) the KIWIX project https://kiwix.org provides a simple way to get all of Wikipedia, Gutenberg Library, TED talks onto a small portable device like a raspberry pi
