Using CMS vs WordPress, question for an engineer.
I would setup a local development environment using a tool like https://localwp.com/ and install Wordpress's development starter theme Underscores (or Web Dev Studios fork of Underscores which contains build tools/webpack) and just get familiar with the baseline layout of a wordpress theme.

Some starter themes for devs support Tailwind CSS, besides Roots/Sage those are: wd_s, wpemerge, wordplate (they use an abstraction on top of webpack called Laravel Mix, there are official Tailwind docs for it).

Recommended bare bone WordPress theme to create your own theme from?
I'm sure there's a bunch more, but I've personally used JointsWP and love it, as well as my employer for previous themes. There's a SASS option to download that works great out of the box.

Joints WP - Bit unsure about this one. The theme CSS file is empty but the functions enqueue a foundation css file that is thousands of lines long.
