You need to upgrade your kernel to 5.16 or later, you can use a handy dandy script to update it for you, such as https://github.com/pimlie/ubuntu-mainline-kernel.sh the latest version should be fine.

Distro for server (with computer being 1.5 GB ram, 2 thread cpu @ 1.0 ghz)
Try Ubuntu Server. I am not quite sure why you would need a rolling release - if you want speed and the latest kernel use the ubuntu kernel update script: https://github.com/pimlie/ubuntu-mainline-kernel.sh. Highly reccomend the low-latency kernels for desktop systems, but generic should give more bandwidth in a server (not that the system you have will have a bunch of that, but, ya know).

Security question about installing MinGW-w64
IMHO with niXman you can go through the entire integration code and even setup a workflow yourself to build the binaries. There are a lot of scripts to check in https://github.com/niXman/mingw-builds but still manageable. No idea how the SF binaries are built. It'd probably roll with niXman. For now I use the Linux cross-compiler.
