Distro for server (with computer being 1.5 GB ram, 2 thread cpu @ 1.0 ghz)
Try Ubuntu Server. I am not quite sure why you would need a rolling release - if you want speed and the latest kernel use the ubuntu kernel update script: https://github.com/pimlie/ubuntu-mainline-kernel.sh. Highly reccomend the low-latency kernels for desktop systems, but generic should give more bandwidth in a server (not that the system you have will have a bunch of that, but, ya know).

Pop!_OS and G14 R7 RTX - Help is needed
There isn't a single utility to monitor everything as HWiNFO but there are different ones. For temperature monitoring (CPU, SSD) and CPU fan you can use Freon. For CPU, RAM, Network and SSD usage use Indicator multiload. For discharge rate use Power Indicator. I haven't looked into GPU monitoring yet but this utility looks pretty good
