Do any GAN's exist to restore photos with reduced colors (not grayscale coloring)?
I think that color reduction is unreversible by itself. What you can do is “amplify” colors using for example : https://github.com/ttddee/Cascade you can create your own shader that might get you what you want. Or look for neural network solution that will guess the color in the image.

What Video Editer do you use?
Kdenlive (Website| Documentation | Source code) for video editing and Natron2 (Website | Documentation | Source code) for VFX. Both are free and open source software but still good editors.

Why Video Editors Are Switching to DaVinci Resolve in Droves
Reminded me to check out Natron to see if it was still moving along. It's branded as a video compositor. Might be worth playing with them both again.
