I would setup a local development environment using a tool like https://localwp.com/ and install Wordpress's development starter theme Underscores (or Web Dev Studios fork of Underscores which contains build tools/webpack) and just get familiar with the baseline layout of a wordpress theme.

Some starter themes for devs support Tailwind CSS, besides Roots/Sage those are: wd_s, wpemerge, wordplate (they use an abstraction on top of webpack called Laravel Mix, there are official Tailwind docs for it).

Nice project. What's your plan if Underscores doesn't get updated anymore? There is a similar project called wd_s, also using Tailwind.

Here are thoughts and an interesting discussion about starter themes from a little while back. Currently I'd pick between wd_s and the mentioned TT1 Blocks theme.

wd_s seems to be a good upgrade from _s.
