Yes, you add your configurations to ~/.config/lvim/config.lua. There are starter configs for a few languages in https://github.com/LunarVim/starter.lvim.

Could someone help me to configure PHP formatter and linter?
There's a starter.lvimgithub repo with an example configuration for many languages, and also PHP (different languages on different branches). I'm not using php so i can't say how good/helpful the config is, but maybe it gets you started.

I also very recently startet using lunarvim, so I can't really help with your issue. But in case you didn't know, there is a git repo with working starting configurations for lots of languages. They also have a LaTeX configuration. You can switch branches to find the different configs.

Debugger not working (python)
Problem exist for C/C++ languages. I did exactly the same as with python: 1. :MasonInstall clangd codelldb 2. Create lua file in ~/.local/share/lunarvim/lvim/ftplugin/c.lua with configuration from https://github.com/LunarVim/starter.lvim/blob/c-ide/config.lua When I try execute debugging process (by space+d+s) I see a communicat: "No configuration found for `c`. You need to add configs to `dap.configurations.c` (See `:h dap-configuration`)"

In-editor lua REPL: nvim-luadev vs neorepl.nvim
I can't speak for the two above plugins (I shall try them!), but... While I'm developing in Lua, I like to use michaelb's sniprun. I'll just build my tests inside the file I'm working on, and see my outputs update live within the buffer as I edit.

Tools for productivity
REPL??? Do you have a very-easy-to-use way of running and testing your code? From vim-slime to nvim sniprun to autocommands with the built in terminal, to an external repl like ptpython (for python obviously). iron.nvim and conjure are two other neovim repl plugins. There are many ways of running the code that you're working on, and having something that makes this really easy for you is pretty essential. (sometimes I use inotifytools on linux to literally just run the script every time I save it.)
