PoE Planner - Updated Passive Trees for 3.21
We used the data that comes from GGG themselves (from their github). It's possible that they either uploaded an outdated version to their github, or the passive tree in their videos is outdated. One of the two is outdated, but we cannot fix it at the moment without new data. We have to wait for new data.

how come 0 people take [Celestial Alignment] but get to [Orbital Strike]. And also 0 people took [Incarnation chosen of elune] but 13 people got [Elune's Guidance]? Murlok is the only site I use but I think I am trippin cuz of the connection to the talents.
Blizzard could really help out with this by publishing machine-readable versions of the talent tree graphs, their geometry and associated assets like GGG does for Path of Exile. https://github.com/grindinggear/skilltree-export

Arcing Blow have been moved near the claw cluster on Ranger's side. All Hail Lightning Strike?
GGG has a public repo here with the tree data and was updated when patch notes were released. I don't think there was an announcement like usual though.

I know Neversink has worked hard on making a custom filter meta-language which he writes his bases in but the tooling around it has disappeared ( /u/NeverSinkDev ?).

Just as a note: POE rules are internally "if/else if..." structures. The same applies to conditions within a rule. I might've missed the spot, but you might improve performance a tiny bit, by sorting the conditions within every filter rule.
