Is there such a thing as a self-hosted Alexa that runs on a server, and has low power devices like an Amazon Alexa subscribe to that service?
I haven't used it personally but https://sepia-framework.github.io/ appears to be similar to that.

I also recommend Rhasspy if you're willing to put in the work to figure it out. Also worth noting it can be used Open AI whisper for speech to text, which from my testing has been almost perfect, it's just very slow without a GPU (https://github.com/seifane/whisper-rhasspy-http)
