Yes, you can use RobotWebTools to interact with ROS using a webserver.

Brainstorming ideas for a cloud/web based control system for construction robotics
For the web based part, in terms of integration with ROS RobotWebTools (especially with RoslibJS) and rosbridge cover already a lot, so maybe you may want to first check what's available there. Webviz is also a great web based tools with many components for visualisation.

Human machine interface with Ros2
One good option if you know a bit HTML/JS is to use rosbridge and make a web interface.

Best Solution? [ROS Web Control?]
If you want to go the route of building something from scratch, you can use the same libraries that we write and contribute to, like rosbridge, ros1, ros2, rosmsg, rostime, rosbag, rosbag2, etc.

Recommendation for Tablet
I am aware of options like ROS Webtools and FoxGlove which can be used to do this exact thing. Alternatively, we may develop our own framework for visualising and managing robot operation using tools like Unity or RoboMaker.

Made a small thing in Godot, subscribing and publishing to topics via ros bridge just for fun
I'm not sure what you mean by description of the tasks. But I'm using the ros bridge suite to make the websocket server and communicate with ROS. In Godot's side I made a ROS core class that communicates with the server, and a ros subscribe and publisher class to send and receive the topics. If you want to read more about ros bridge here's a readme with the protocol info
