    I don't think Starlink uses H3. H3 uses cells of specific sizes while Starlink needs cells that match its beam size. There are many ways to cover a sphere with hexagons. There is a library dggridR that allows you to construct a custom grid with spacing and other parameters. It's on my to do list to play with it.
