    I don't think Starlink uses H3. H3 uses cells of specific sizes while Starlink needs cells that match its beam size. There are many ways to cover a sphere with hexagons. There is a library dggridR that allows you to construct a custom grid with spacing and other parameters. It's on my to do list to play with it.

    Learning python can be worthwhile, but just in case you didn't know there is a pdftools package for R that can be used to extract text & tables from pdfs. tabulizer is another package for pulling tables from pdfs & pdfimager can extract figures.
