PSP does not boot through main menu after modding (VSH)
I'm not an expert, but I'm afraid you might have bricked the console, you can try to fix it with a application called Baryon Sweeper, just check if it's compatible with your model, it probably is because it's a 2000 model Here's the link to the project https://github.com/khubik2/pysweeper you also need a jigkick memory card and the tool to make the console enter the special mode, all the info and how to make them is in that link, depending on the model you can use a Pandora battery instead of that tool, if you have one or can make one with another psp

Finished a simple design for a Baryon Sweeper holder
Then, with a dead battery, you keep just the PCB, remove every IC / RESISTOR / CAPACITOR (not mandatory) and solder 3 wires to the terminals and build the sweeper following https://github.com/khubik2/pysweeper and it should be good.

However, given that this exploit is relatively recent (i.e. in the last few years) and the PSP 3000 is almost 15 years old, and that the Baryon Sweeper involves the use of external hardware (as seen here) I think it's improbable (but possible) that the previous owners installed M33 firmware, especially when the gold standard for PSP 3000s for years has been "light" custom firmwares with permanent patches.

Just a heads up: PySimpleGUI 5 isn't open source any more [0], and the official GitHub repo was replaced with a stub [1]. From the blog post, it sounds like the people behind it will probably remove the FOSS version from PyPI soon.
It's possible the community will fork it with a version of PySimpleGUI 4 that's still kicking around, but I haven't seen one yet.

Advice on best way to build the following windows application?
The psutil package makes getting a list of running programs not very difficult. There's an example demo program that polls once a second and displays the top process using CPU time. You could use it as a starting point perhaps.

Looking at the examples, for quick UIs, REMI seems simpler. And PySimpleGUI (https://github.com/PySimpleGUI/PySimpleGUI) offers REMI as a backend to deploy on web too (PySimpleGUI is pretty simple to learn).
