I'm going to recommend using PingTracer, PingPlotter, or even good old UOTrace on the gaming servers you have experienced trouble on and see if the ping spike on the final server corresponds with a spike on one of the intermediate hops.

You could try this https://github.com/bp2008/pingtracer. It pings and monitors each router in between your connection and destination so you get a better idea of where the packet loss is. Also use this to try and ping 8.8.8.8 and the FortiGate Appliance providing the VPN service i.e. the "server" address in FortiClient. Hope this helps.

You really really need to fully read the fine print, think of the omissions in documentation and implement a proof-of-concept that almost implements the full solution to find out the hidden gotchas.
