Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

For personal stalking, you either pay one of the existing services, or there's also a Google Chrome extension available that will just use the connection of your own account and monitor the status changes there. WAToolkit also seems like a good candidate to modify into tracking a status.
