I downloaded https://github.com/O-X-E-Y/oxeylyzer with the idea of adding hebrew, but turns out it's already there! thanks @O_X_E_Y

How are the trigram stats for Canary calculated?
As a corpus, I'm using https://github.com/O-X-E-Y/oxeylyzer/blob/main/static/language_data/english.json, filtered to just the letters. (And all punctuation-including trigrams account for just 5.2% of all trigrams, so removing these is too small to explain the discrepancy in my calculations.)

Non-ЙЦУКЕН layout for Ukrainian language
My own, oxeylyzer. I just threw in a Ukrainian corpus (the mixed 1M from here), messed around with what should be on the main 3x10 and kinda let it rip with some different weights tbh

Is there a program, or website to calculate an optimal layout given input parameters?

Creating a layout for Western and Cyrillic?
One can combine Latin layer with phonetic layout on OS side, I tried that when testing Kvant layout.

Rain layout
OAIN works too, it's used in Aries layout and it indeed helps to reduce redirects at the price of higher load on left pinky.
- Quant layout

My ID75
Default layout is somewhat close to what you see above, but there are dozens of optimized layouts that one can try on this board. Some are recent additions, like Orthostat and Rain.
-
Rina layout
There is Nari layout on the same branch and in Hands Down Alt-nx layout some keys change state depending on predecessor.
