I don't know if this is the official sr/pp system but it has diff/pp calc for all modes and you can also set the clock speed (1.0 for nm; infer other values) which you could simply multiply by 2/3 (you'd have to be able to code in c#, although at a pretty basic level)

What have I missed in 5 years?
Custom rulesets are posted here. Most of them have instructions on their respective GitHub pages but generally it goes: To install this ruleset put the .DLL file onto your osu/Rulesets directory under %appdata%/. Restart osu!lazer and it will do the rest for you.
