C Roguelike Resources?
I have nothing to offer except my attempt at doing something similar (using C++ as "C with classes") a long time ago. I hope it helps even remotely. Good luck

How exactly does one go about creating an RL?
You won't be able to follow it very well if you don't know C, but you can try skimming through the source code to Martin's Dungeon Bash (the .cc and .hh files). The whole thing only comes to around 180 pages if printed out and is a complete roguelike built on top of very minimal support libraries. Even if you can't follow all of the code logic yet, you can get a full look at what a complete roguelike looks like written down.

C Roguelike Resources?
If you want to study a simpler C project, Dungeon Bash is a small complete game (using curses, so no fancy UI framework ideas there) that you can pretty much read all the way through and get some idea how a C program is put together.
What are some alternatives?
When comparing ncurses-game and dungeonbash you can also consider the following projects:
breakhack - A casual coffee-break roguelike
angband - A free, single-player roguelike dungeon exploration game
rogue - Original Rogue Game (5.4.4)
roguelib - Pseudo-curses ASCII game headers for use with raylib C/C++
NetHack - Official NetHack Git Repository
