Depends on what you mean by "actively". Our MIMIC MQTT Simulator is a commercial product and definitely fits your requirements. But if you mean "free", then our open source tools are definitely not "frozen development and half of them are buggy", eg. https://github.com/gambitcomminc/mqtt-stats
