There's a sticky in this reddit that will help you. Most people either update their firmware to 3.60 or 3.65 for a semi-permanent hack (henkaku/enso) or use modoru on an already hacked vita to downgrade to them from a higher firmware including the latest 3.74 firmware. If you specifically want a particular system update file for modoru https://github.com/TheOfficialFloW/modoru you can find them here https://darthsternie.net/ps-vita-firmwares/ amongst other places. Please note that some Vita's came with firmware above 3.65 pre-installed. These cannot be downgraded with modoru but you can still use h-encore/h-encore2.

Vitadeploy, Firmware, Factory Firmware, and Ensō
fw 3.60 is still the superior fw. Modoru will tell you the lowest fw the vita can go, even if it can't there's work around but, it's neither here nor there. If you're going to follow the guide and using vitaDeploy, it's fine, its the easiest and quick method., wish there was two options in vitaDeploy though, for each fw 3.60 and 3.65. But it is what it is.

Hey I'm trying to downgrade my ps vita to 3.65 with vitadeploy v1.0 is in version 3.73 but for some reason the update is failing any solutions?
Since the introduction of vitadeploy people seem to have forgotten modoru. https://github.com/SKGleba/modoru Use it to find out what's the lowest FW the Vita can be downgraded to simply by launching it. Bonus you can also use modoru to downgrade as well since it's what vitadeploy uses (in a smaller modified form). https://psvitamod.com/modoru-downgrade-the-ps-vita/ But it's a bit more involved. Otherwise stick with vitadeploy for ease of use. But it your cause it seems to be blocked perhaps?
