I'd grab the one from gog-games.to, I can't link directly as that's against the rules. It's compatible with MO2 (Mod Organizer 2) as well as having a version of skse64 (Skyrim Script Extender x64 available for it.

I haven’t played in a *very* long time.
I highly recommend Mod Organizer 2, but Vortex is an acceptable alternative. As a rule of thumb, the more advanced you want to get with your modding, the more strenuously I recommend MO2 as there are some differences in its technical approach that make a bigger and bigger difference as the complexity of your build increases.

OBSE Loader (mod loader for Oblivion) keeps crashing when loading/starting game
I’m not running OBSE by itself. I’m running it alongside Mod Organizer 2. This script will setup MO2 for you and set it so that Steam launches it automatically when you press play. Then, you’ll need to follow this doc to install OBSE alongside MO2. Hopefully that would setup all of your pathing correctly.

How do I get into fallout 1 and 2?
You will want to use et tu for Fallout 1 and Restoration Project for Fallout 2 as they both include a bunch of bug fixes.

As a newcomer, FALLOUT 1 IS AWESOME!!
For Fallout 2: For Both I suggest either Restoration Project Updated*, or updating Sfall. Sfall features a lot of QoL features (that you can toggle), such as quicksaving to individual save-slots, and a bunch more save-pages. In Fallout 2(and to an extend Fallout 1) you really shouldn't save in the same slots, as save corruption is not an unkown issue.

Fallout 1 & 2 Quality of Life mods
For fallout 1 use fixt: https://www.nma-fallout.com/resources/fallout-fixt-full-all-fixes-and-mods.8/ and for fallout 2 use Restoration project updated: https://github.com/BGforgeNet/Fallout2_Restoration_Project both mods will (probably) make your save files uncompatible with the game, so you will need to start from zero, I'd recommend reading through both pages. Both mods have a custom instalation which you can select which of the contents you want installed since it also restores cut content, some people don't like those so it's up to you. Also both mods come with sfall, while holding left shift you'll be able to highlight items in the ground and containers, pretty handy

Mods for my first playthrough
https://github.com/BGforgeNet/Fallout2_Restoration_Project is all youll need for f2. Its still getting consistent updates too so its ongoing support for the game is wonderful. If you ever planning to go back to play f1 again id recommend grabing fallout et tu. It puts fallout 1 in fallout 2's engine which has significantly less bugs. I also recommend gamerpoets guide on installing fallout et tu as it recommends some tweaks that are very good improvements.
