Let me know if I’m in the wrong place, but I need help to access my Snapchat’s My Eyes Only.
This is simply not true, on rooted androids and jailbroken iOS devices you can easily get access to the hash and from there you can brute force it. In fact there’s programs that automate it. Brute forcing is the hard part but since Snapchat uses a plain hash and no salting it’s trivial. See here

[$25][15.3.1] Essentially I’m wanting an iOS version of the Meobrute script on GitHub (linked and details below) it is used to retrieve the my eyes only hashed pin (4 digits) saved in Snapchat and then brute force it.

Either of your proposed solutions sound like they would work, although I don't know for sure how to redirect SUPL to another server, as I've never done it, but it looks like this Magisk module may help. I recall that Nokia used to run one such server, and there on the module's GitHub it mentions a Sony Ericsson server, and I think some Chinese-brand phones use Chinese servers. I'm not sure if any of that sounds like a good option to you! I don't think there are very many SUPL servers around.
