What am I doing wrong here?
Something that seems to be slipping from the collective memory is Ingress Maxfield which will take a set of portals and calculate an optimum solution for links and fields for maximum AP.

Used maxfield at http://www.ingress-maxfield.com at first for max fields yet 57cell's tutorials really helped me understand fielding.

If you haven't figured out an optimal fielding of your limited portals, input them into Ingress Maxfield.

Use a field mapping tool like MaxField not sure how it works not but you could basically map out your linking for maximum fields and XP

Efficient layers/fields?
"Maxfielding" is a concept that will get you the maximum number of fields for a given set of portals, and there's a tool here that will help you plan that: https://www.ingress-maxfield.com/ . But doing this kind of thing solo usually means a lot of back and forth over the same area. The one time I did it, I biked 25 miles without getting more than 2 miles from home.

But the default Intel Map is slow and tiresome to use. To make it fast, you should then install Tampermonkey and IITC. Once that's done, also install PoGo-Tools. With that, you can enable S2-cells and it'll be able to tell you which S2-cells have a stop or gym. It won't be able to tell you which are gyms though and for cells with multiple portals it also won't be able to tell you which portal is a stop in PoGo. You can then export the stop/gym data from PoGo-tools as a JSON.
