Either of your proposed solutions sound like they would work, although I don't know for sure how to redirect SUPL to another server, as I've never done it, but it looks like this Magisk module may help. I recall that Nokia used to run one such server, and there on the module's GitHub it mentions a Sony Ericsson server, and I think some Chinese-brand phones use Chinese servers. I'm not sure if any of that sounds like a good option to you! I don't think there are very many SUPL servers around.

The WiFi-calling dead horse...
I just flashed https://github.com/edgd1er/voenabler/releases/tag/v1.8 In magisk and it enabled wifi calling . You will need root for it maybe someone can find a way to do it without root?

Does ntc or ncell support VoLTE on Redmi Note 9 pro max?

VoLTE/VoWiFi on custom ROM(s)?
I tried dialing codes like *#*#86583#*#* but no difference. I also tried installing a VoEnabler Magisk module, but that didn't help either. Lastly, I tried adding "ims" to the APN type, still nothing.

WiFi calling on AT&T
OK, I may found a solution. I've been in the Apple subsytem for the last 2.5 years and just now moved back to Android. Through research I followed these steps for the Moto G 5G Plus * Root ( I used the Magisk method since its the only one with clear steps for my phone) * Installed the module voenabler * After reboot there will be a toggle for WIFI calling * Entered Phone info mode: ##4636## and enabled Mobile Radio Power I've been doing all sorts of stuff for the past couple of days but only found out about #4 an hour ago and after I did it, it just worked.
