Either of your proposed solutions sound like they would work, although I don't know for sure how to redirect SUPL to another server, as I've never done it, but it looks like this Magisk module may help. I recall that Nokia used to run one such server, and there on the module's GitHub it mentions a Sony Ericsson server, and I think some Chinese-brand phones use Chinese servers. I'm not sure if any of that sounds like a good option to you! I don't think there are very many SUPL servers around.

So you know how some phones, most notably Samsung, and some custom ROMs have a feature that lets you control your apps' volumes independent of each other? Ever wanted to get that on your device, but did not want to change the ROM? Alcatraz323 got you covered with his FOSS Audio Headquarters app, which lets you do exactly that! It adds a new overlay button on your volume panel that, when tapped, opens a list of sliders with volumes for every currently playing app. The overlay is easily customizable. You can get the app at https://github.com/Alcatraz323/audiohq_module - the only downside is it does require root (and Magisk) to install.
