Portable third-party desktop apps
Check out Kotatogram. I use it because it has no limit of number of accounts added but maybe it will send SMS correctly. I suspect that Telegram don't send SMS only in official desktop client, maybe they blacklisted its API key.

Your best bet is to install an Android emulator to your PC, install Telegram, authorize and then auth via TDesktop. Or you may try some third-party desktop app like https://github.com/kotatogram/kotatogram-desktop/, which should still have SMS auth
