Is there a way to make a good game without coding?
There are other tools like that, if you're interested. Inkle (maker of 80 Days and Overboard) make another text based language called Ink, and there's an online hosting tool for making stories with it. Godot can even integrate with Ink-written stories, but it requires a bit of programming knowledge to get it to hang together

What should I learn if I want to develop a barebone political sim?
I would say something like Inkle's Ink could do this easily, though it can be overwhelming to look at from the start. There are a couple of Godot integrations with Ink, both a C# one here and a pure GDScript one (though they warn it might be slow on large games). InkGD has a couple examples that use simpler Ink stories, so you might just look through that for the examples to start.

Just released my second game on Steam, The Great Plague Exodus. Between achievements and managing multiple characters, I've learnt so much in the past 6 months since my first game released, a massive thank you to this community.
Hey, looks great! I wonder what did you use for dialogue system. Do you have any recommendations? There are many repositories for this for Godot (some just UI, some using graphs, but most are abandoned), but it's hard for me to decide. All I know is I don't want to build yet another system from scratch, just plug it into my UI. From what I have researched Ink with Inkgd (https://github.com/ephread/inkgd) seems the most maintained and robust solution. Any opinions on that?

Dialogue system with scriptable objects
Another option if you don't want to implement it yourself though is to use an already built library. I've been playing with YarnSpinner a little bit recently and I'm liking it so far. I can't give much more details than that, but it's maybe worth a look. At least for some reference.

How to make a Visual Novel 2D and 3D Hybrid, solo?
I am currently working on a 3d Unity game that uses a classic visual novel interface for conversations with NPCs. I am using Yarnspinner for the VN parts. It's a very powerful and flexible middleware that allows you to write your dialogue trees in a very simple domain-specific language.

How to allow replies in dialogue system (unity + C#)
After writing several own dialogue solutions, I decided to use Yarnspinner as a dialogue scripting solution for my latest project. It's really powerful, flexible and easy to use. I see no reason why I would ever want to invent my own again. It comes with a sample dialogue UI, but the website has a guide for how to create your own.

Game dev as a person who enjoys writing stories?
Find ways to tell those stories without complex mechanics. Visual novels and text adventures are a great example. If you have a budget, hire a good artist and maybe look into voice over actors. If you're short on budget, look into AI to generate images and even to do voice over. As for tools you have Twine, Ink and YarnSpinner, to name s few and, in terms of game engine, don't lose too much time picking one. Whether is Unity, Unreal, GameMaker, Phaser, Pygame or just HTML with vanilla JS, go with whatever makes you feel comfortable and requires the lowest amount of effort for you to start doing something.
