The Elantech driver is now in libfprint but this is the original developer's Github: https://github.com/iafilatov/libfprint and the README shows how to look for the device with lsusb.

Is it possible to convert a windows driver to a linux one?
Yes, it involves taking the driver, reverse engineering it and writing one for Linux. Not a simple task by any means. But it seems that people have already done this and support is included in libfprint >= 0.8.3 from what I can tell.
