If you need Win32 and GUI, then hMailServer, though it's quite a big stack of a server app for trivial SMTP relaying.

Now readers see that the point is that there's no one-size-fits-all solution in the Linux/POSIX sphere. Frankly, there shouldn't be in the Wintel sphere, either. Windows users should be prepared to use hMailServer, MDAEMON, or BLAT.EXE if each would be the best tool for the job, instead of reaching for some one-size-fits-all choice.
