Between the engine and the game data, there is still development happening. Not as active as some othe projects out there, but it's mostly been a matter of "when I have the time".

Recommendations for games/engines that let you build and share your own worlds and scenarios, including creating custom dialog, creatures, items, etc?
Unfortunately BoE is about 25 years old. There's an open source project for making it accessible on modern systems, but it's pretty niche.
