What do I do about this transaction error?
I think RPM wouldn't complain if you install an identical file to the one shipped by firewalld. That file requires the definition of ssdp, so it won't work for CentOS 7, but given you have a separate EL7 build, you could conditionalize that in the spec.

Which package do I need to install? I can see support was added in a pull request called Support Plasma5-nm, but I guess at some stage plasma-nm stopt providing that binary.

That does not work per application. The "kdeconnect" profile, for example, just allows two specific ports that KDE Connect happens to use.
