In search for a IP camera that works in LAN only and needs no access to the internet
Have been looking for the same but either they are rare to get or expensive compared to other available in market. So I started using TP-Link Tapo cameras, blocked internet access for camera, connected them to custom-made bare-bone NVR and remote access using zerotier. It is working great.

Basic self hosted security camera system?
I have developed a python app in docker which records RTSP camera streams. You can run it in VM as well but docker seems more efficient. It has only one function; to record camera streams. Its intentionally barebones, so no web interface but you can access recordings using another docker app, filebrowser. You can have a look at the EZ-NVR project here.

Record RTSP streams / no live stream and no additional features needed
I was at the same spot as you few months back. Asked around here but did not get appropriate solution. So finally, I took the matter in my own hand and developed this python app aka EZ-NVR. It just records RTSP streams, with/without re-encoding according to your need. I would love to say its easiest/most lightweight but will leave that up to you to decide.
