Visiting the most expensive nuclear station
https://github.com/Maldela/fancontrol-gui/commit/1667dc46651...
However, I don't want my locale to reflect all units this way.
I might try overriding the locale for this single process, however I it was just easier for me to compile a patched version of the code that was available on the Arch User Repository already.
Though I have no idea why the git version defaults to Celsius.

PWM fans with fan-stop functionality
Have you tried using fan control/fan control-gui? I’m fairly sure I’ve seen in the past it has support for 0 rpm: https://github.com/Maldela/fancontrol-gui

How to stop rapid fan cycling between high speed and low speeds?
It does this for every fan, then you tell it the minimum and maximum PWM values for each fan, and the start/stop temperatures, and which thermal sensor to use for its fan curve, but you don't have to fuck with all that, cause you can install fancontrol-gui, which is just a fancy GUI front-end to easily interact with the whole thing and set up the configuration. Go to https://github.com/Maldela/fancontrol-gui, and copy the first command for Ubuntu to install the dependencies, then the second Ubuntu-labeled block of commands to clone, build and install the project. That's all you gotta do, then reboot (or run sudo systemctl daemon-reload) and launch fancontrol-gui. Set up your curves and restart the systemd service and tell it to run at boot or whatever.

Can you tell if they spinning at all? I've had many fans just go bad over the years. You might try using lm-sensors to see if you get any helpful info from the OS.

Does Linux support sensors on new AM5 Asus X670E motherboards ?
The sensors are, as of now, not supported. ASUS uses a new Nuvoton NCT6799D-R chip to communicate the sensor data, for which there seems to be no driver in the Kernel yet. There is a bugreport on lm-sensors: https://github.com/lm-sensors/lm-sensors/issues/416
